Is there a way to centrally control developer notifications
I would like to control the notification settings for developer groups. Is this possible through Azure Devops?

Check out CatLight v3 beta. It has support for multiple dashboards and dashboard sharing.
You can export the settings from the main menu, and then share them with other developers. They can import the file to get the same dashboard and application configuration.
